This project was to design the segmentally erected concrete Rosecrans/Aviation and Kramer Bridges for the Norwalk-El Segundo Extension of the Los Angeles Light Rail System (Green Line). Value engineering was also performed to establish the recommended concrete scheme (the original steel scheme was designed by others). The main requirements of this project were to provide a construction method that would maintain traffic on two highly traveled industrial arteries during construction and to cross a site contaminated by toxic wastes, while providing a design that would be aesthetically pleasing for a highly visible bridge structure. T.Y. Lin International (TYLI) was the structural consultant.

  • Kwong Cheng, current OPAC Principal, served as Supervising Engineer while at TYLI and provided guidance on value engineering, bridge type selection, and final design.
  • Mark Ketchum, current OPAC Principal, served as Supervising Engineer while at TYLI, prepared the preliminary design, and provided guidance on final design and analysis.
  • Vivian Chang, current OPAC Principal, first served as Project Engineer while at TYLI and performed time-dependent analyses and later served as Deputy Project Manager and directed the final design.
  • Francis Drouillard, current OPAC Principal, served as Lead Engineer while at TYLI and developed the construction sequence and member sizes used in the final design.
