Personnel
The principals of OPAC have long records of professional accomplishments in engineering. Their individual engineering experience began in the late 1970s, with design, evaluation and construction engineering of long span structures and cable supported bridges. Our staff of experienced engineers and technicians provide a professionally and technically qualified team with expertise in all aspects of structural and bridge engineering practice.
OPAC Principal Staff
Vivian Chang - President
Ms. Chang leads the firm and provides expertise in bridge design, construction support engineering, and project management of rail transit structures, complex urban freeway interchanges, river crossings, and pedestrian structures. She has been in engineering practice since 1982.
Matthew Etchepare - Principal
Mr. Etchepare provides technical expertise in the design and management of complex bridge and utility structures. He has been in engineering practice since 2006.
Francis Drouillard - Principal
Mr. Drouillard has extensive experience in conceptual and final design, field and office engineering support of construction projects, design-build projects, structural rehabilitation, and engineering management. He has been in engineering practice since 1983.
Kwong Cheng - Retired
Mr. Cheng started OPAC in 1992 and led the firm until his retirement in 2021. He provided expertise in bridge design, construction engineering, and engineering management. He has been in engineering practice since 1978 and has been responsible for bridge design or construction engineering of projects on three continents.
